AFSCME LOCAL 151 GENERAL MEMBERSHIP MEETING
Thursday, February 11, 2016
Ramsey County Government Center East
12:00pm-12:45pm, 9600 A/D

Moved, Seconded and Approved to spend up to $500 on mailing official notice to members.
Moved, Seconded and Approved to pay lost time and registration for up to 20 members to attend. AFSCME Day on the Hill.
Moved, Seconded and Approved to pay lost time, mileage and $10 per person for lunch for those who wish to attend March 11 PELRA training in St. Cloud.

i. Call to Order: Meeting was called to order by Vice President Oeltjenbruns at 12:05 PM
ii. Acceptance of minutes from last meeting. Minutes from January 14 2016 were accepted as provided.
iii. Additions to agenda/acceptance of agenda. Added New Business items related to International convention, March training. Old Business added MOA for reorganization.
iv. Treasurer’s Report: None provided. New Treasurer Panhia Vue introduced. She will register for financial training at Council 5. She has met with Allan malkis & Dawn Flores to discuss finances.
v. Grievance Report: Only 2 have been filed so far this year. Some are ongoing – the list has been updated. A Step 3 was denied yesterday – may be proposed for arbitration.
vi. Old Business:
a) Memo of Understanding – Management says they are waiting for another union suggestion about the MOU regarding staff transferring over from Public Health. Disagreement about how long they will have the right to return to PH. Need to coordinate with Local 8.
b) MOA on staff reorganization – To jointly affirm that all former CHS staff remain covered by Local 151. Need to meet with Jeff Dains and Local 8 before further discussion.
c) Labor Relations – No progress has been made on finding mediators. Local 151 will be proposing a new mediator. The unfair labor practices suit was filed and we are waiting for management's attorneys to respond. They may offer to settle. We are preparing our conditions for settlement. County HR staff began complaining about “short notice” on a particular issue and Jeff Dains explained how many times the Local has received “short notice” from management at CHS.
d) Child Protection – Womazetta Jones had a brown bag meeting with staff Tuesday. Most of management attended along with some staff. Jones was pleasant and well behaved. Staff report that 22 new CP staff have been hired. We are waiting to see if the complement is now up to 79 FTE's. Management says they hired more staff to allow for potential losses. CP intake has seen some relief in caseloads due to new staff but they are still getting up to speed. CP staff still planning to meet with Commissioner Ortega. Staff who have had extreme caseload sizes are worried about being disciplined for poor record keeping due to high caseloads.
vii. New Business:
a. Elections – Moved, Seconded and Approved to spend up to $500 on mailing official notice to members.
b. Day on the Hill – Will be Tuesday April 5th . Official notice expected soon. Event will be at RiverCenter. Moved, Seconded and Approved to pay lost time and registration for up to 20 members to attend. Dawn Flores will collect names of those who wish to attend. Deb Flies will help promote the event. Will post notices on bulletin boards and put it in the minutes.
c. Training March 11th – Bureau of Mediation Services will provide free training on PELRA for workers and management. Event will be in St. Cloud on Friday, March 11th. Information will be posted on bulletin boards. Contact Dawn Flores if you wish to attend. Moved, Seconded and Approved to pay lost time, mileage and $10 per person for lunch for those who wish to attend.
d. AFSCE International conference – Will be held in July in Las Vegas, NV. Prepare for a vote in April to send representatives. Expect that those who go are active in the Union and promise to remain active. Consider making reservations at the Paris hotel early to reserve rooms..
viii. Committee Reports:
a. Member Outreach & Education – Water Park event on president's Day (Feb. 15th) with over 100 people registered. Will request more money for this year's budget in March.
b. Health & Safety – New smoking regulations – smokers must be 25' away from entrances, and no smoking under canopies in front or on 5th floor. New signage to be posted soon. Deputies will enforce for both staff and visitors. Construction on Jackson Street will require detours beginning in February. Access to paring and loading docks will remain open. Cell phones are being lost/stolen o be careful. Active Shooter trainings well received and more planned.
c. Insurance – Meetings are continuing to hear about self insurance options. Heard from Hennepin and Dakota counties. Will need to begin planning for 2017 soon.
d. Trainings for stewards – Concern that Council 5 is not living up to their promises for training.
