General Membership Meeting Minutes 10-13-11

I. CALL TO ORDER BY PRESIDENT – Steve Hildebrandt

II. ACCEPTANCE OF MINUTES (from 09-13-11) – ACCEPTED WITH CHANGE BELOW

Clarification of motion by Becky Meyer – ‘That Local 151 participate in the policy committee meetings without formally adopting the rules and the designees can bring back proposals to E-Board and general membership and that we would revisit the issue of adopting the rules after 6 months. (changes underlined)


III. TREASURER’S REPORT – Ken Franco-Hernandez

IV. COMMITTEE REPORTS

A. Trades and Labor – need members. If anyone is interested they should talk to Steve. The committee meets on the 2nd Wednesday of the month at 6:30 (public employees at 6:00) at 411 Main
B. Health and Safety – Leann Reher – There will be some changes because Detox has moved out of the East Building – still in development. Apparently, things are going well in the new building – 402 University. Deputy reports that the statistics note that numbers of incidents are higher than in the past. Committee is looking for a committee rep from Bigelow as the current person has time conflicts. Future issues – lobby construction will start in Jan/2012
C. Social Service – no report – this committee is not meeting currently
D. Labor/Management – no update. If anyone is interested in becoming a member of this committee contact Steve.
E. Marriage Amendment – Kim Klose – The Civil Rights Alliance attended the AFSCME Council 5 convention in Duluth to voice their support for DEFEATING the amendment. Mary Larson reported that Local 151 received recognition for their marriage amendment campaign which was very successful in leading the Locals/Council 5 to establish unity on this issue. Council 5 passed a resolution to vote against 'NO' on all ballot questions. 

 

V. GRIEVANCE REPORT - Dawn Flores

Dawn received a denial from the Council 5 Arbitration Panel which she will discuss how to proceed with Becky and Terry. Becky talked with Joyce regarding a vacation issue being denied. The County is going to settle the grievance and pay the member for the vacation time.

VI. OLD BUSINESS

A. Public Policy – by-laws were passed at the Council 5 Convention 2011
B. Contract Negotiations (committee report) – Becky – She did not attend the meeting last week but the committee was very prepared. We are working well with the other Locals and with Ramsey County management. They are working on options to resolve current issues and will meet again on 10/18/11 and start doing committee work. So far the discussion has been around ‘non-monetary’ issues.
C. Contract Campaign – Mary is leading the contract campaign. The plan is to distribute a contract campaign petition to get members to sign, as a sign of solidarity for the contract negotiations.
D. Council 5 Convention – Those members that attended reported that it was a very informative and a well run convention this year.

VII. NEW BUSINESS

A. Steve reported he was not timely in getting the expenses approved for the members who attended the Council 5 2011 Convention in Duluth. The following members attended: Kim Klose, Mary Larson, Steve Hildebrandt, Paul Biese and Tim Hammond.
B. Motion by Linda – Approve expenses for up to 2 nights stay for 3 rooms, mileage and per diem (2 full days) for 5 members. MSP
C. Mary Larson received the RICK SCOTT POLITICAL ACTION AWARD. This award goes to an individual member in recognition of outstanding work in electoral politics on behalf of our union. CONGRATULATIONS TO MARY!
D. We have decided to go back to giving paper copies of the minutes to the members. We will also still post minutes on the website. Steve mentioned again that we need to set up a system to network with the members, as well as distribute minutes, etc. – more discussion next meeting.

VIII. BUSINESS AGENT – Chris Cowen - no report

MOTION TO ADJOURN

Come to the meeting and put your name in the hat for the $10 drawing.
We want to remind members about the policy as of 9-98 regarding parking reimbursement for attendance at Union General Membership meetings, the second Thursday of each month at Noon in Rm. 9600 A & D. The Union will reimburse members for parking for attendance at these meetings. A receipt should be presented to the treasurer for reimbursement.
