GENERAL MEMBERSHIP MINUTES AUGUST 11TH, 2011

I. Call to Order-Meeting called to order by Vice-President Mary Larson
II. Acceptance of Minutes from Last Meeting-Minutes from July not distributed yet.
III. Treasurer's Report-Treasurer, Ken Franco, treasurer, explained how the dues process works, how local 151 lost revenue for January and February because the employer failed to collect union dues at the new rate, and what our current balances are at this time. He also stated that we have closed our old TCF accounts and reopened the political action account at U.S. Bank.
IV. Committee Reports
A. Trades and Labor: No report
B. Health and Safety: Leann Reher not present
C. Social Service Committee: Becky Meyer not present D. Labor/ Management Committee: 2 new members appointed were David Levells from Detox, and Aurora Johnston from the Mental Health Center
E. LGBT Marriage Amendment Committee: Much discussion on how to bring attention to this issue. There was a discussion on spending money on buttons and selling them and donating the profit to MN Families United. After discussion on issues such as which account the money would come from and how to report the donations, Mary Larson MOTIONED “WE GIVE $200.00 TO THE GLBT MARRIAGE AMENDMENT COMMITTEE FOR PRINTING UP BUTTONS AND THAT THE PROCEEDS BE DONATED TO MN FAMILIES UNITED”. After discussing the issue further, an AMENDED MOTION was made to “ALLOCATE $200.00 FOR LITERATURE AND BUTTONS TO THE LGBT MARRIAGE AMENDMENT COMMITTEE WITH THE BUTTONS TO BE GIVEN AWAY. A $100.00 DONATION WOULD ALSO BE GIVEN TO MINNESOTANS UNITED FOR ALL FAMILIES FROM THE APPROPRIATE FUND”. MSP. Members of this committee will be at a table at the upcoming picnic to hand out literature and buttons. The AFL-CIO recently passed a resolution to support this cause.
V. Business Agent Update: Chris Cowen-Thanked everyone for everything that we do. Our local is showing leadership in a lot of areas, especially for the Marriage Amendment area and equality for all people. He talked about the picnic coming up on August 14th and the current issues with HR around distributing union notices in employee mailboxes. He said they need to honor the GLBT diversity in our agency. We need to use their policies against them. He will be having a follow up meeting with Marcy Cordes and Dan D. about the union communication issues.
VI. Grievance Report: WE ARE IN NEED OF STEWARDS. Need to get the word out. Nancy Schultz will help figure things out in regards to collecting data

VII. Old Business
A. AFSCME Women’s Conference-Milwaukee 9-30-11 to 10-02-11. MOTION made “TO SEND THE 4 ORIGINAL MEMBERS AS ELECTED AND ADD UP TO 2 MORE WOMEN TO ATTEND AND COVER THE HOTEL COST, PER DIEM, AND MILEAGE UP TO THE COST OF THE BUS PER PERSON”. MSP. MOTION “TO SEND MARY LARSON TO THE CONFERENCE AS 1 OF THE 2 NEW ELECTEES. MSP.


VIII. New Business
A. Council 5 Financial Responsibility Training for all E-board members 9-20-11 at Council office.
B. Ramsey County Public Policy Committee –MOTION “WE MAKE A .75 PER MEMBER DONATION TO THE COMMITTEE TO BE USED FOR EXPENSES” Much discussion around the issue. After discussions done, a vote was taken 7 YEAH, 3 NAH. MSP.
C. Discuss purchase of Microsoft Office Suite for union use. Dawn Flores MOTIONED “THAT WE SPEND UP TO $150.00 ON PURCHASING MICROSOFT OFFICE SUITE TO BE INSTALLED ON THE UNION LAPTOP”. MSP
D. CONTRACT PREPARATION PRESENTATIONS COME TO THE MEETINGS FOR INFORMATION. Bigelow Building August 17th, Noon Room 250 and East building on August 17th and 23rd at Noon in 9600A&D E. Annual AFSCME Picnic at Battle Creek Park Sunday, August 14th from 12-5. Nice family event. FREE
F. AFSCME Council 5 Convention October 6th to October 8th, Duluth, MN. We will make nominations and elect delegates at the September General Membership meeting on September 8th.

MOTION TO ADJOURN

We want to remind members about the policy as of 9-98 regarding parking reimbursement for attendance at Union General Membership meetings, the second Thursday of each month at noon in Room 9600A&D. The union will reimburse members for parking to attend these meetings. A receipt should be presented to the treasurer for reimbursement.
