Minutes March 10 2016 General Membership Meeting

i. Call to Order: Meeting was called to order by Vice President Oeltjenbruns at 12:05 PM
ii. Acceptance of minutes from last meeting. Minutes from February 11 2016 were accepted as provided.
iii. Additions to agenda/acceptance of agenda. Added New Business item Day on the Hill
iv. Treasurer’s Report: None provided. Treasurer Panhia Vue will register for financial training at Council 5. in May She will work with Allan Malkis & Dawn Flores to discuss finances.
v. Grievance Report: No chief stewards present
vi. Old Business: a) Local 151 counter proposal suggestion about the MOA regarding staff transferring over from Public Health about how long they will have the right to return to PH. Waiting for management response.
b) MOA on staff reorganization – Met with Jeff Dains and Local 8 for further discussion. Need to have management work on definition of bargaining unit titles covered.
c) MOA on Rate increase for 2013-14. Plan for distribution of funds includes funds made available for staff training. Although not perfect, recommended approval. Another rate increase is likely this year and we expect to see the funds actually used for staff increases as intended by legislature. Moved, seconded and approved to accept the proposed MOA (copy attached).
vii. New Business:
a. Elections – Report on nominations by trustees Sam Holl and Diane Demulling. List of nominations provided (attached). Nominations form the meeting included Brian Chaffin for President, Julie Jones for Clerical representative, Stefanie Rydell for Member at Large and Margaret Bloomstrand for Chief Steward. The elections committee (trustees) will make a further report on elections to the executive Board on March 17th. If there are contests an election will be held on April 11th at the General membership Meeting, as per notice in the mailing to members.
b. Member Education and Outreach: Allan Malkis reported that we had $300 remaining at the end of 2015 from our allocations in 2014 and 2015, but we have since spent an additional $1,200 and will be requesting a budget of $8000 for 2016 at the April meeting.
viii. Field Representative Report: Jeff Dains introduced Jose xxxxxx who is on loan to Council 5 from Local 8. Jose explained that he is organizing a phone bank for Wednesday, March 16th to urge AFSCME members to call their state representatives to preserve Local Government Assistance funding form the state budget. Ethan xxxxx, AFSCME Council 5 legislative staff agreed that this is an important issue and urged Local 151 to send representatives.
